The Institute of Human Virology Nigeria (IHVN) is a leading and reputable non-governmental organization addressing infectious and non-infectious diseases such as HIV, tuberculosis (TB) and cancer through the provision of prevention, diagnosis, treatment, capacity building, research, and care and support services.

We are recruiting to fill the following positions below:

Job Title: GIS / Data Visualization Expert

Locations: Abuja (Central) and Rivers
Department: Strategic Information                                   
Reports to: Monitoring and Evaluation Lead

Responsibilities

  • Support and monitor collection, collation, analysis, reporting and use of data.
  • Support in designing data collection tools, ensuring (spatial) data quality, geo-spatial analysis, drafting of maps, and production of web maps and information management systems.
  • Ensure the drafting of timely and accurate GIS products, which comply with program implementation guidelines on data visualization.
  • Perform complex data analytics utilizing Microsoft Excel, TABLEAU, STATA, GIS, and/or Business Intelligence tools and make recommendations based on findings.
  • Correctly visualize data using appropriate charts.
  • Develop PowerPoint presentations using appropriate infographics.
  • Support the routine use of data for decision making at supported states, Local Government Areas (LGAs) and facilities through gap analyses and run charts.
  • Participate in the development and periodic review of program reporting protocols
  • Participate in developing matrices in line with indicator requirements.
  • Ensure data quality through support on data tasks, such as data cleaning and analysis to uphold standards.
  • Support the team to generate all program reports including ad-hoc reports, routine program reports and CDC quarterly, semi-annual and annual progress reports.
  • Ensure reporting tools, standard monitoring and evaluation indicators are utilized for consistency in measurement.
  • Participate in the development of Performance Monitoring Plans and Monitoring & Evaluation.
  • Generate regular gap analysis to show program/ state progress towards achieving set targets.
  • Put in place proper feedback mechanism to ensure quality of indicator reports.
  • Participate in periodic data quality assessments at health facilities we support, generate reports and track implementation of recommendations from the exercise.
  • Provide technical guidance on program indicators across all thematic units
  • Oversee data reporting on DHIS and NMRS.
  • Support use of data for program planning, evaluation, and policy advocacy.
  • Perform other duties as assigned by the Monitoring and Evaluation Lead.

Minimum Requirements:   

  • A University Degree in any of the following or related fields: Medicine, Pharmacy, Natural and Social sciences, Statistics, Public Health and Epidemiology; a Master’s Degree will be an added advantage.
  • Minimum of three (3) years working experience in relevant GIS role.
  • Experience in data collection, analysis and use.
  • Experience with HIV/AIDS and tuberculosis programs or related health service programs.
  • Experience with the CDC and Global Funds Strategic Information System is highly desirable.
  • International Organization or other NGO experience is an asset.
  • Proficiency in report writing is key.

  • Experience with HIV/AIDS programs or related health service programs; experience working with HIV/AIDS prevention and/or impact mitigation programs in the West African context is desirable.
  • Experience with the PEPFAR SI system highly desirable.

Minimum Requirements

  • Degree in Software Engineering, Computer Science, Mathematics, Physics, Statistics, Information Technology.
  • A Master’s Degree in Information systems, Computer Science or a relevant Degree will be an added advantage.
  • Minimum of 4 years experience working with, deploying and supporting Open MRS or other information systems in a public health program environment.

Knowledge, Skills and Abilities: 

  • Experience supporting information systems like Open MRS, DHIS2, Nigeria Medical Record System, ODK Collect, and Lab Information Systems.
  • Experience working with MySQL Community Server, Apache Tomcat, war files and Java Web Applications.
  • Experience working with XML and JSON data encoding formats.
  • Experience in working with Ubuntu OS and Linux environments.
  • Understanding of HIV AIDS performance indicators and reporting processes.
  • Experience supporting Mobile or Web Applications for public health programs implementation will be an added advantage.
  • Knowledge of monitoring and evaluation processes will be an added advantage
  • Must be proficient in the use of Microsoft Office package applications especially Excel and Access, use of google docs will be an added advantage
  • Team player with ability to work with minimal supervision
  • Have a supportive attitude towards processes of strengthening local partners and building local capacities.
  • Be willing to undertake regular field visits and interact with different stakeholders, especially primary stakeholders.
  • Flexibility, willing to travel and work during weekends.

Certification:
The following certifications and ability to demonstrate technical capacity will be an added advantage:

  • Java Certification (OCPJP, OCPWCD, etc.)
  • Linux Certification
  • SQL or Database Certifications
  • Health IT Certification.

Job Requirements
Education:

  • Master’s Degree in Public Health, Epidemiology, or Biostatistics is essential.
  • Medicine, Pharmacy, Statistics or related medical degree is desirable.

Experience:

  • Minimum of 4 years’ experience in disease surveillance especially in HIV/AIDs program.

Knowledge / Skills:

  • Applied knowledge of principles and practices of epidemiology.
  • Knowledge of HIV/AIDS surveillance initiatives in Nigeria
  • Research methods, procedures, and techniques used in identifying and evaluating disease characteristics.
  • Contemporary medical methods and practices used in the control of a variety of diseases.
  • Principles and practices applicable to the surveillance and investigation of communicable diseases.
  • Public health surveillance, computerized database management, data analysis, program evaluation, literature search, effective verbal, written communication, and interpersonal skills.
  • Ability to read, write, and communicate clearly
  • Proficiency in the use of basic computer program such as Microsoft Excel and Word, Google doc and analytic software such as STATA, R and SPSS.
  • Ability to write simple reports; to write technical and non-technical information material.
  • Ability to follow oral or written instructions; and to establish and maintain effective working relationships with others.
