Post: Medical Supply Chain Officer

Main Duties and Responsibilities

  • Receives, registers and reviews (medical) orders.
  • Manages, maintains, and updates the logistics software systems (JOE).
  • Follows the medical national items list in collaboration with Medical Logistician.
  • Acknowledges orders to the customer together with information on availability of items expected delivery date.
  • Regularly provides all customers with updated order status information.
  • Establishes and maintains a file per requisition order, updating it with all correspondent and files orders when they have been filled.
  • Communicates with customers, answers to messages and maintains a dialogue.
  • Assures customers that an inquiries, requests, complaints and problems are taken seriously and treated as quickly and efficiently as possible Issues SR (Supply Request) according to ICRC procedures.
  • Conducts monthly and annual physical stock counts according to ICRC procedures. Visits regularly the medical warehouse.
  • Ensures that cold chain equipment is working properly, and that daily monitoring is in place.
  • Ensures stock rotation according to FIFO (First in First Out) and FEFO (First Expiry First Out).
  • Monitor expiry dates, segregates goods accordingly and, if necessary, organizes destruction according to national legislation and regulations.
  • Replaces senior medical storekeeper on his absence when required.
  • In coordination with the Medical Logistician and Quality Assurance Pharmacist, prepares Purchase Orders (OP) for local purchase of drug products and single use medical devices.
  • Provides the purchasing team with details of requested product with coordination with customers.
  • Liaises with the Health team concerning medical logistics matters and health related programs on the field.
  • Replaces the (mobile) Medical Logistician when needed.
  • Assists with briefing and training of the new Health and Medical Logistics staff.
  • Proposes points to be improved for future.
  • Ensures respect of internal procedures.
  • Conducts visits to health programmers when required.
  • Attends meetings and virtual conferences related with medical logistics operations.
  • Keeps back up of electronic files from medical logistics computers.
  • Assists in preparing monthly statistical reports.

Education and Experience Required

  • University degree in Business Management or equivalent (Logistics is an asset).
  • 3 – 5 years’ work experience in similar function.

Desired profile and Skills

  • Order and inventory management is a must.
  • Good command of written and spoken English and local languages.
  • Excellent computer skills (Excel is a must).
  • Rigorous and precise.
  • Strong sense of responsibility and adaptability.
  • High organisational skills.

Position: Health Field Officer 2

Main Responsibilities:

  • Conducts regular monitoring visits to PHCs, identifies and addresses problems.
  • Ensures that the SOP related to PHC/Reproductive health are available in PHCs
  • Ensures rational use of drugs and appropriate use of drugs as per national standards, 
  • Organizes and supports relevant trainings at PHC level including IMCI, nutrition trainings, first aid trainings and Reproductive Health in collaboration with Mubi FO, Health Delegate   and APHCDA. 
  • Ensures that Health Care in Danger is included in all trainings.
  • Supports ongoing monitoring of health and curative care activities at PHC level and provides onsite training. Reports issues to the LGA Health Director/SPHCDA.     
  • Maintains regular contact with relevant interlocutors at State, LGA, and community and conducts joint monitoring of PHCs (minimum of every 3 months) with LGA Health/SPHCDA.  
  • Work closely with the nutrition health officer to monitor nutrition situation for children under 5 and ensure referral and follow up of cases with medical complications 
  • Participate in training of health workers and community volunteers (CVs) on different health issues including IYCF, hygiene promotion and malnutrition
  • Develop the technical capacity of PHCC staff implementing CMAM and IYCF activities through on job mentoring  
  • Provide support supervision to health workers in the supported facilities to improve on delivery of quality nutrition services at the health facilities and communities
  • Ensure adequate linkage between the OTP centres and SCs to ensure smooth referral processes for children referred to the SC from OTP and SC back to OTP
  • Follows up patient accounts at referral hospitals and prepares documentation for payment.  
  • Ensures that items from other agencies/MOH are supplied to the PHCC e.g.  Pep kits, HIV tests, Clean delivery kits, family planning items.  
  • Provides input to internal reporting i.e., data collection, WOR, MAD, MFR, QHTR, weekly reporting Understands Accountability to Affected Populations (AAP) and disseminates in health programs.  
  • Supports oral and written translations as required i.e., translating in meetings with ICRC community interlocutors, information leaflets, etc.  
  • Ensures that drug inventories and orders are completed on time and stocks received in PHC/hospital as required.  
  • Monitors equipment use/needs in AOR, ensures rational use and inventory of donated equipment is maintained in each health facility.    
  • Prepares documentation for payment of incentives for PHC staff and ensures that staff are paid each month. 

Education and Experience Required

  • BNSC in Nursing
  • Registered/Valid licence with Nigerian Nursing and Midwifery council 
  • Minimum of 3 years cognate experience as a Midwife/Nurse

Desired Profile

  • Fluent in oral and written English, 
  • Fluent in Hausa language
  • Good Computer skills-MS word, EXCEL
  • Good understanding of the context in Adamawa

Position; Administrative Assistant 2

Main Responsibilities:

  • According to the financial and delegation’s regulations, liaises with Welcome department to undertake the necessary arrangement for the implemented events.
  • Liaises and maintain contacts with ICRC colleagues in line with operational objectives as required by the hierarchy.
  • Conduct specific ADMIN FIN activities of the health department (Time Reporting, DTP paperwork, Financial Review together with Health Coordination)
  • Track Health department assets, donations, and kind supports, as well as their documentations in compliance with internal procedures.
  • Prepares statistics and updates data using specialized tools 
  • Independently drafts and finalizes Health correspondence, internal presentations, meeting minutes and other documents for the Health department, shares information among users.
  • Updates Health timeline, tables and charts, schedule and other tools and ensures invoices are followed up on.
  • Independently carries out complex secretarial tasks for the Health Department.
  • Contributes to producing tools and databases adapted to the needs of the Health department and train colleagues on their uses.
  • Applies information-management instructions and ensures the health departments compliance with procedures, including in terms of user training (practices and tools) where needed.
  • Monitors team space, provides training to health staff on correct use of team space,   
  • Keeps files up-to-date and ensures that records are managed as per team space rules.
  • Acts as the focal person in health department for logistics affairs working hand in hand with Health Management & Medical Logistics. 
  • Produces and follows-up supply requests (SRs) as per internal procedures and standards. 
  • Checks that each health SRs match to agreed Nigeria Stock Items’ list, financial information, budget availability, and quantities.
  • Provides all health staff with support, consultation, updates and/or training whenever needed.
  • Follows up the health inventory and regular reporting of consumption. 
  • Follows up the regular inventory of assets/non-assets materials in health projects with appropriate reporting.
  • Attends CDP meetings and has responsibility for non-medical forecasting 
  • On monthly basis, sits with log planner to review and update   i3 (confirmed commodities) forecasts. 
  • Provides logistics with main specifications for requested equipment. 
  • Develops/Revises the Service Agreement with logistics through health colleagues’ inputs and approval of Health Co. 
  • Assists in the practical organization of health-related events, seminars and training courses.
  • Provide Technical support for the training and deployment of Health digital programs (DHIS2, PSM).
  • Support the Health management in enlightening the team on Health data requirements.
  • Provide support to the health coordination in determining the team’s data training needs.

Education and Experience Required

  • University Degree in Administration, Finance, Logistics or any related disciplines.
  • 3-5 years’ work experience in administrative and logistic roles.

Desired profile and Skills

  • Fluent in spoken and written English.
  • Advanced computer literate with significant experience in using Microsoft Office (Word, Excel, Access, and Power Point).
  • Familiar with using internet/ computer solutions related to logistics support and finance. 
  • Excellent interpersonal communication skills and possess stamina to work under pressure.
