Inspector Charity Agwu who questioned the whereabouts of a child she rescued in December 2022 and handed over to a motherless baby home in Abakaliki, has been demoted to the rank of Sergeant.
In a police wireless message dated DTO: 161210/06/2025 from the office of the State Commissioner of Police to NO. 32 PMF/PROVPOL Abakaliki explained that Inspr. Agwu Charity with service AP/NO. 344997 W, was defaulted and tried on one count charge of improper conduct for committing an offence against discipline.
The wireless message, which the media obtained on Monday, copied to CFO/PAYPOL / RECORDS /COMPUTER/DR&P ABAKALIKI is titled: “CH:6380 EBS / DFA / SHQ/ VOL. T2/36 X DISCIPLINE”.
It partly read: “Inspectorate X Following Message Received from AIGZON DFA Umuahia X BEGINS XCH: 6380/ZN.9/UM/VOLI/414 DTO: 041200/06/2025 X Discipline Inspectorate X Ref Your Letter NO. CH:6380 / EBS / DFA / SHO/ VOL.T2/2 dated: 18th March 2025 X AIGZON 9 has reviewed the orderly room proceedings of AP/NO. 344997 W/Inspr. Meanwhile Agwu has petitioned to the AIG Zone 9, asking that judgment of 19th June 2025 reducing her rank of inspector to sergeant be quashed.
She added that she was away to Anambra State on special duty when she was tried without due process of ordering her to appear for trial in Ebonyi State on the day of trial.
The petition dated June 23, and titled “Appeal against the reduction of my rank from Inspector to Sergeant by the adjudicating officer, CSP Daniel Nwonu and the Commissioner of Police, Ebonyi State Police Command,” is personally signed by Agwu herself.
According to the petition which SaharaReporters obtained, she requested for a re-trial of the case by another adjudicating officer if possible at the zonal level and not in Ebonyi State where she defaulted, stating that her trial and conviction was founded on malice and deliberate intimidation.
Narrating the case, she stated in the petition, “I am woman Inspector Agwu Charity, presently attached to the 32 PMF Squadron, Nigeria Police Force, Ebonyi State Police Command, Abakaliki, Ebonyi State Nigeria.
“I have served in various places and Police Commands including Ebonyi State where I am currently serving. On or about 2nd December, 2023, I rescued a newborn baby boy from a lunatic woman close to Central Bank of Nigeria, Abakaliki where I was on a duty routine. That I immediately reported the said incident at the Central Police Station, Abakaliki and proceeded to the State Command where I was directed by the then DC Ops DCP Anyai Dennis, to meet with the State O/c JWC for proper documentation.
“That soon after the documentation of the baby, I took him (the baby) to the Police Clinic for BCG Immunization and thereafter took him to my house where I was taking adequate care of the baby until I got a call from the officer in charge of the State JWC Abakaliki, W/SP Loveth Ogbuinya, who informed me that she had arranged a couple who were having difficulties in giving birth to come and take over the baby from me without recourse to the authority nor other formalities.
“That I quickly called the attention of the then Commissioner of Police, Ebonyi State Command, Red AIG Aliyu Garba, who waded into the matter and instructed that the baby should be in my custody and that I should be giving situation reports of the welfare of the baby to him from time to time.
“That I kept taking care of the baby and giving reports to my superior, until when the said O/C State JWC liaised with the then Ebonyi State Commissioner of Women Affairs and Social Development -Mrs Chinwe Okah, to give the baby out for adoption against the directives of the Commissioner of Police.”
She further explained that she refuted the arrangement and they backed out from the escapade and patiently waited until when the CP was transferred out of Ebonyi State.
Thereafter, “they forcefully came after me to collect the baby, but I suggested that the baby be handed over to the motherless babies home where I can obtained a proper documentation and evidence of deposit should there be any dispute in future, having seen the multiple interests surrounding the said baby.
“That it was after this official handover of the baby to the Motherless Babies Home at Nsugbe Street, Abakaliki, from where the O/C State JWC later took away the baby, that they initiated a move for my Orderly Room Trial alleging “Improper Conduct”. When I inquired to know my offence, they said that I took a photograph on uniform with the baby upon this rescue and it constitutes improper conduct.
“That I did not snap myself with the baby, but the passersby who saw me on uniform with the rescued baby took my photograph without my consent, even before my documentation, the social media had already carried same. However, this public awareness by the social media did not go down well with some unscrupulous elements who told me that same wouldn’t have gone viral as they already had customers who would have paid me handsomely to adopt the said baby.
“As a result of this, I was detained for more than two weeks at the SWAT office cell Abakaliki without trial and without fair hearing before I was compelled to face orderly room trial on the 12th June 2023 conducted by CSP Adeyemi Murtala without any known offence.
There were three orderly room trials conducted against me without success because the Adjudicators usually reneged along the proceedings after hearing the details of my imbroglio.
That the last orderly room trial which was rashly conducted by CSP Daniel Nwonu did not follow the due process and without fair hearing granted to me. The necessary notices were not issued to me to appear for my trial until 19 day of June 2025 when I was summoned and informed that I had been reduced from the inspector to sergeant without any move.
“Sir, this trial by CSP Daniel Nwonu was a complete breach of my fundamental right to fair hearing, as I was sent to Lilu Anambra State on operation RESTOR HOPE on the 22nd of October 2024. It was while I was on special duty that I was tried by the adjudicating officer and demoted.
“Sir my trial and conviction was founded on malice and deliberate intimidation,” she explained.
