A document purportedly from the Office of the Speaker, Imo State House of Assembly, Chike Olemgbe, has gone viral on social media, revealing alleged plans to spend ₦500million on constituency projects in Ihitte/Uboma Local Government Area.
The document, titled “Constituency Project for Ihitte/Uboma Local Government Area,” lists several proposed projects with massive allocations that have sparked criticism and suspicion of inflated figures among residents and civil society observers.
According to the document, which bears the speaker’s official letterhead, the first project is the “Construction of Abattoir/Market in Isinweke” at a staggering cost of ₦200,000,000.
It also includes the “Borehole with Modern Facilities in Ten Electoral Wards” of Ihitte/Uboma — each ward allegedly budgeted at ₦20,000,000, totalling ₦200,000,000. The listed wards are Abueke, Amainyi, Amakohi, Awuchinumo, Atonerim, Ezimba, Ikpереjere, Okata, Umuezegwu, and Umuihi.
Another line in the document states:
“Purchasing one single transformer and installation of two transformers — Eboh, Umudurueboh, and Emeremnu — Cost: ₦60,000,000.”
The final listed project is the establishment of an ICT Center for Community Secondary School, Umuawuchi, with a projected cost of ₦40,000,000.
The document, signed by Chike Olemgbe, further states that OUSPA Global Nig. Limited was selected as the company for award of the project, while Checossy Multi International Nig. Ltd. and Peace Ambassador Ltd. were listed as companies for bidding.
Critics have described the budget as another example of how Nigerian lawmakers “use constituency projects as conduits for looting public funds.”
