Job Description

Incumbent will plan and support the delivery of high-quality pharmaceutical care services and theimplementation of an efficient health commodity logistics system for the organization in accordance with donor requirements and stipulated guidelines of the Federal Government of Nigeria.

Essential Duties and Responsibilities
With technical oversight from the central office technical staff and collaboration with State Program Manager, the Pharmacy Logistics Associate shall take the lead responsibility in the following:

Assists in managing the pharmaceutical care aspects of the HIV care and treatment program Assists to develop work plans and activities in concordance with the Government of Nigeria’s stipulated guidelines/standards at all healthcare facilities supported by the organization Tracks, monitors and conducts inventory analysis of all pharmacy stock using monitoring tools, spread sheets and data bases.

The successful candidate will be a key member of the senior management team and will provide strategic direction for the implementation of various health interventions including comprehensive HIV care and treatment services and the surge drive in selected states.
S/he will be responsible for technical/clinical care and management aspects of current and future program activities.
S/he will oversee a team of managers providing technical support in capacity building, surge intervention, clinical service delivery of HIV care and treatment etc at the central office to supported facilities providing HIV/AIDS care and treatment services that are consistent with the national HIV/AIDS plan in Nigeria.

Essential Duties and Responsibilities

Provides direct technical assistance, in collaboration with program support and state coordination units to health care facilities supported by the organization. Such assistance might include training of staff, database development, facilitation and improvement of community linkages, enhancing laboratory support, for patient flow analysis, development or improvement of referral systems, improvement of pharmacy care services etc.
Supervise surge managers and aid successfully implement current programs, ensure consistency with strategic and annual plans, and further develop and integrate these sectors where appropriate.
Serves as a resource in the evaluation of ongoing programs and in subsequent development of new and/or expanded programs for the care and treatment of HIV/AIDS
Specifically leads development and/or updating of departmental standard operating procedures (SOPs).
Provide oversight for the incident command system and supported the states to achieve assigned surge targets and sustain same
Support the State to maximize the benefits of the surge strategy in achieving a responsive and functional health system.

Qualifications and Experience

A Degree in Medicine and Post graduate Degree in relevant field. In addition, the post holder must possess 8 years’ post NYSC experience of running/implementing public health programs preferably in the NGO context.
A very good understanding of at least three of the CIHP sectoral programs and a working knowledge of the health and HIV program priorities
Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants (e.g., USAID, CDC/PEPFAR and other grant funders);
An in depth understanding of national and international development issues in particular in relation to reproductive health and HIV/AIDS;
Previous experience of managing and developing a team and the ability to lead, motivate and develop others; Excellent interpersonal, communication and presentation skills; Fluency in written and spoken English;

H/She will oversee a team of field officers providing technical support in capacity building, OVC service delivery for HIV infected and at-risk children, strategic behavior change communication etc. at the central office to supported both facilities and Community based organizations providing these the national HIV/AIDS plan in Nigeria.

Design and coordinate the implementation of OVC program activities in line with national guidelines
Coordinate the implementation of OVC program activities and documentation through Community Based Organizations (CBOs), Education, health, Psychosocial support
Interface with, GON, USG, and CBO programs to facilitate synergies and initiatives to improve the package of care and support services.
Receive and review monthly programmatic performance reports from CBO and health facilities and support the linkage between CBOs and state teams for improved coordination of OVC service delivery planning and implementation at the community level
Support the sharing of the most updated information regarding OVC programming with the leadership and central technical team through reports and weekly presentations
Facilitate the scale of the family matters program to other states
Support the building of programs on vulnerable children based on strategic analysis of the Nigerian context.
Review and update training curriculum regularly as necessary in line with FOMWAD National training curriculum on vulnerable children in Nigeria.
Design and administer trainings around organizational development and oversee ongoing capacity building interventions to strengthen community-based organizations
Participate in national capacity building and systems strengthening initiatives intended to promote local ownership and contribute to the sustainability of OVC programming.

Qualifications and Experience

A Degree in Public Health, Social Sciences, or similar fields.
At least eight (8) years of progressively experience in OVC programming with at least 5 of which on HIV/AIDS-related work; and experience on the PEPFAR OVC program.
Experience working with the GoN line MDA relevant to child and youth welfare and other technical partners
Substantial experience in mobilizing local resources to support income generation, food security and house hold economic strengthening
Strong communication, negotiation and presentation skills in English, including good writing.
Strong technical support and program management skills.

H/She will oversee a pharmaceutical and logistic team of managers providing technical support in capacity building, pharmaceutical care service delivery for PLHIV on HAART and adjutant drugs at the central office to spported facilities providing HIV/AIDS care and treatment services that are consistent with the national HIV/AIDS plan in Nigeria.

Responsibilities

Work with pharmaceutical officer to analysis, report and provide direction on patient per regime
Support pharmaceutical care for differentiated care model, patient monitoring-ADR, Treatment failure management and regime sequencing.
Design and coordinate the implementation of pharmacy best practices across all CIHP supported sites.
Ensure the development, dissemination and application of appropriate pharmaceutical services SOPs and training curriculum across supported sites.
Assist the stores department in implementing SOPs for the warehouse in line with Good Pharmaceutical Storage Practices.
Monitor the efficient ordering and Last Mile Distribution (LMD) of commodities from the National Central Procurement & Distribution system and provide feedbacks as necessary.

Overall Job Function

The incumbent will be responsible for the provision of quality assurance/ improvement focused technical assistance and serve as subject matter expertise regarding process improvement initiatives across ART/ TB, PMTCT, care & support and formation and management of various models of differentiated care for PLHIV including the linkage of Community ART groups.
The incumbent will be a key member of the state technical team and will plan, manage and Implement comprehensive ART service packages which include; (Adherence support, to ensure retention in care and treatment, viral load cascade management, TB case detection amongst PLHIV and basic care and support for age groups and sub populations and support the implementation of the surge strategies.

Essential Duties and Responsibilities

Provides direct technical assistance to health care facilities supported by CIHP in the satellite command
Responsible for coordinating and managing the technical services essential to the functioning and effective implementation of the Adult, Pediatrics, PMTCT/FP and TB/HIV Treatment programs to achieve the surge targets across facilities in the satellite command.
Provides technical support in the development, planning, implementation, monitoring and evaluation of activities, strategies and policies around HIV prevention with focus on integrating PMTCT into maternal and child health. Residents of the Locations stated and environs are encouraged to apply and will be given priority.

Qualifications, Knowledge, Skills & Abilities

Bachelor’s Degree in Medicine, Public Health or a related field; or a Master’s or equivalent in Public Health or related fields will be an added advantage
At least 5 years’ post NYSC experience in developing country health care programs or program support function Knowledge of the policies, regulations, reporting formats, and cultures of principal donors, including USAID, EC,DFID, CDC/PEPFAR, and others
Extensive clinical experience in care and treatment of HIV/AIDS patients Demonstrated experience in non-profit sector in a program management role Strong supervisory and management skills; Ability to work independently with strong problem-solving skills and ability to foresee problems and initiate appropriate action. Good written and oral communication skills Excellent team player with good inter personal skills.
