Health Informatics Manager

Specific Duties and Responsibilities
- Oversee the design, adaptation and maintenance of the organization databases and harmonized national databases in conjunction with the M and E, and program staff to address program reporting needs and implementation monitoring
- Provide support to all program staff at state and central offices to utilize the databases for program implementation monitoring and program results dissemination
- Coordinate and facilitate training on use of data management and analysis tools, including visualization dashboards, mobile applications and MS Office products to team members
- Coordinate and review data collected and reported to locate and fix problems with data entry errors, integrity and concurrence.
- Provide oversight for the deployment, implementation and use of updated or new databases
- Provides oversight for all HI and EMR activities at all the organization supported locations.
- Troubleshoots HI and EMR challenges, and institute follow up mechanisms for best resolutions
Qualifications and Experience
- Higher National Diploma or Bachelor’s Degree in Computer Science, Computer Engineering, Medicine, Information Technology or a related field.
- A Masters in Computer Science, Health Informatics, Information Technology, Management or related field will be an advantage.
- A minimum of 6 years’ experience Local or International NGOs; preferably in HIV Care and treatment.
- Experience with use, deployment and EMR systems management.
- Knowledge of Access or other programming language a plus.
- Ability to troubleshoot and run database queries.
- Ability to work under pressure cooperatively as a member of a bigger data driven team.
- Ability to analyze and interpret large amount of information.

Strategic Information Manager, Evaluation and Surveillance

Specific Duties & Responsibilities
- Provide oversight and support strengthening of SI systems for data collection, collation, cleaning, analysis and utilization for program monitoring.
- Facilitate processes for systematic follow up of relevant stakeholders on agreed upon system corrections, adjustments and actions, informing and strategizing with the QA and multidisciplinary teams.
- Provide technical support for the implementation of the organization, USG and GON quality evaluation activities including implementation research and outcome evaluation.
- Provide technical support for the implementation of the organization , USG and GON surveillance activities including HIV Mortality, Recency and Case Based Surveillance Initiatives.
- Provide leadership to the team in the development of information sharing platforms with multiple applications to improve coordination and knowledge sharing including the production of analytical summaries: graphs, charts, tables, narratives and appealing visuals, as requested, to fulfill internal and external reporting requirement.
- Lead implementation of project surveys, special studies, including operations research and evaluations.
- Provide technical oversight for the implementation and monitoring of quality improvement plans including use of outcomes of change ideas.
- Manage and lead the development of appropriate quality improvement, research and survey reports as required for systems improvement.
- Provide support in the optimization of systems for tracking workplan implementation and outcomes.
- Coordinate surveillance activities across supported states through clearly documented processes and network of points of contacts.
- Serve as liaison for surveillance and survey activities to GON and other relevant stakeholders.
- Lead collaboration with the CQI team at HQ and states to implement best practices for systems optimization using outcomes of SIMS and PSS.

Qualifications & Experience
- University Degree Medical, Social sciences, Natural Sciences, Computer science, Business, Public Administration or any related field.
- A minimum 6 years’ experience in reporting position with Local or International NGOs; preferably in Care and treatment.
- Experience with DHIS, NDR, NMRS and DATIM reporting.
- Good knowledge and understanding of the National PMM tools. Good Knowledge of MS Word,
- Excel and Access required;Knowledge of Continuous Quality Improvement, SIMS, Cohort Analysis, and NIGQUAL.
- Experience with data form design, collection and data entry; Demonstrated ability to work cooperatively as a member of a team;

Specific Duties & Responsibilities
- Lead cross-functional effort to establish, improve, monitor and train on the data management, data quality and utilization for the organization.
- Lead the fostering of improved data quality and reporting across all indicators, program areas, service delivery points and supported entities.
- Establish and manage the approval process for data releases to ensure accuracy, integrity, security and confidentiality across the funded interventions including AP3, Treatment and community.
- Lead the management of the organization, USG, and GON of data quality or audit related program including RADET, data quality assessment, and key Evaluation processes.
- Lead the building of data management and analysis skills among the organization staff including data entry, verification, and report generation.
- Contribute to the preparation of technical reports and communications products to reflect monitoring and evaluation results.
- Lead establishment including the deployment and use of best data quality tools and techniques that will allow the organization to meet USG/GoN standard and global best practices.
- Set and implement appropriate data quality standards and policy that meets GoN and USG minimum requirement.
- Review data warehouses for operational accuracy, completeness as well as historical integrity on a quarterly basis.
- Support development of Evaluation and Performance Measurement Plan (EPMP) for program implementation.
- Serve as the contact regarding data quality and data bulletin releases across thematic areas.
- Monitor utilization of the dashboards for promotion of data use across states and sites.
- Generate data reports (tables/graphs/reports) from the database at regular intervals, ensuring reports/information are available for program implementation
Qualifications & Experience
- Bachelor’s Degree or it’s equivalent in the following disciplines: Social Science, Economics, Natural Sciences, Humanities, Statistics or related field with cognate experience.
- Masters degree particularly in Management, Public Health, Information Management, and Statistics will be an advantage.
- At least 6 years of professional experience in the field of Data Quality Assurance and Monitoring and Evaluation.
- Knowledge management skills, including analysis, documentation, and dissemination of results.
- Proficiency in MS Excel, MS Word and SPSS and/or other data analysis software.
- Written and verbal communication skills, including report writing and analysis.
- Facilitation, training and mentoring skills.
- Familiarity with PEPFAR indicators and USAID/PEPFAR reporting requirement using EMR particularly NMRS and NDR.
- Ability to manage high volume workflow with minimal supervision.
- Relationship building and problem-solving skills.
